Massachusetts Executive Office of Health and Human Service

Challenge

Massachusetts needed to reprocure its managed behavioral health care vendor, which provides behavioral health services for Medicaid members enrolled in the Primary Care Clinician Plan and certain ACOs, and performs some network management for the state´s Primary Care Clinician Plan. The state also needed to clarify the vendor´s role in supporting the Department of Mental Health (DMH) and to add a new Help Line function to facilitate statewide access to behavioral health services.

Response

Bailit Health provided subject matter expertise in the strategic design of the procurement, led the drafting of major sections of the request for proposals (RFP), including the proposal requirements and the model contracts. In addition, Bailit Health helped create the framework of the vendor´s contract with DMH, including the new Help Line function and supported the review of proposals received by the Commonwealth.

Client

Blue Cross Blue Shield of Massachusetts Foundation

Challenge

In consultation with the state, the Foundation recognized the need to promote Behavioral Health Urgent Care (BHUC) as an option for Medicaid members and provided six then-designated Emergency Services Programs with grants over four years to design and implement BHUC services in their geographic area. The Foundation needed support to evaluate the various BHUC approaches, hold Learning Community meetings and manage the grant partners.

Response

Bailit Health provided support to the Foundation by creating a routine reporting and evaluation structure and designing, developing, and managing Learning Community events for the grant partners. Bailit Health also helped to create a vision for BHUC with the input of the Foundation and grant partners which served as a framework to evaluate the progress and success of these programs in achieving their intended outcomes.

Client

Iowa Department of Human Services

Challenge
Iowa´s Department of Human Services requested assistance in developing a procurement for the Iowa Medicaid Enterprise´s behavioral health managed care carve–out program.

Response

Bailit Health worked with staff at the Department of Human Services and Department of Public Health to identify and prioritize program improvements for a new behavioral health managed care contract. Our team managed all aspects of the procurement, including developing the draft procurement, finalizing the procurement for publication, responding to questions from potential bidders, and facilitating the Departments´ deliberations as they selected the winning bidder.
