Bailit Health staff is comprised of a close-working team of senior consultants. Multiple team members are involved on most projects. The team is complemented, on an as-needed basis, by a cadre of specialty subject matter experts with whom we have worked for years.
Sarah Kinsler joined Bailit Health in 2023. She offers experience in payment and delivery system reform, health care affordability, health system regulation, and engaging partners.
Prior to joining Bailit Health, Sarah led and supported policy initiatives at the State of Vermont for nearly a decade. This included time as Vermont´s Green Mountain Care Board staff lead on the state's All-Payer Model agreement with the CMS Innovation Center; development of a hospital global payment model; supporting development of state health information technology strategy; and communicating with state policymakers about key initiatives. Sarah also worked closely on regulation of accountable care organizations and Vermont´s statewide health information exchange. She was previously a key staff member on Vermont's State Innovation Models (SIM) grant from the CMS Innovation Center, which sought to leverage federal investment to contain health spending and improve quality and outcomes for Vermonters.
Before joining the State of Vermont, Sarah was a staff member at the National Academy for State Health Policy (NASHP). At NASHP, her work focused on state patient-centered medical homes and accountable care activity with a focus on multi-payer efforts. Sarah supported multi-state learning, developed reports and policy briefs to share state strategies, conducted environmental scans of state activities, and conducting stakeholder and key informant interviews for federal program evaluations.
Sarah earned a Bachelor of Arts degree in Health: Science, Society, and Policy from Brandeis University and a Master of Public Health from the Dartmouth Institute for Health Policy and Clinical Practice.
