Bailit Health staff is comprised of a close-working team of senior consultants. Multiple team members are involved on most projects. The team is complemented, on an as-needed basis, by a cadre of specialty subject matter experts with whom we have worked for years.
Caitlin joined Bailit Health in 2024. Her work largely focuses on quality performance and facilitating cross-payer measure alignment. Caitlin assists Rhode Island in the maintenance of its multi-payer, statewide aligned quality measure sets. She also maintains the Buying Value Measure Selection Tool, which assists states, employers, consumer organizations and providers in aligning quality measure sets.
Caitlin additionally supports other equity-focused initiatives in Rhode Island, including efforts to meet the state´s public health and health equity performance targets. She also assists the Office of the Health Insurance Commissioner in developing voluntary statewide demographic data standards for providers and payers.
Prior to joining Bailit Health, Caitlin was a graduate student at the Harvard T.H. Chan School of Public Health studying health policy. During graduate school, she interned with The Menges Group, a health policy consulting firm in Washington, DC. There, she provided research and technical proposal writing assistance to Medicaid managed care organizations for competitive state procurements.
Caitlin also interned with the Long-Term Quality Alliance and the affiliated National MLTSS Health Plan Association. For these organizations, she worked on policy research projects and advocacy efforts to advance the availability, affordability, and access to high-quality managed long-term services and supports.
Prior to earning her Master of Public Health degree in health policy, Caitlin worked at AcademyHealth with the Evidence-Informed State Health Policy Institute (ESHPI) to increase the use of relevant, timely, and translatable evidence in state health policymaking. She supported cross-state Medicaid analyses, research dissemination projects, and network convenings of university researchers and state agencies to facilitate peer-to-peer learning and bridge evidence to policymaking.
Caitlin earned a Bachelor of Arts degree from Bryn Mawr College and a Master of Public Health degree from Harvard University.
