Bailit Health staff is comprised of a close-working team of senior consultants. Multiple team members are involved on most projects. The team is complemented, on an as-needed basis, by a cadre of specialty subject matter experts with whom we have worked for years.
Jessica supports states in their efforts to advance health care affordability. She has significant expertise in analyses of state health care spending data.
Jessica has helped to calculate and publicly report performance against the Rhode Island Office of the Health Insurance Commissioner´s (OHIC) statewide cost growth target for multiple years and assisted OHIC with developing new health care spending targets for 2023 through 2027. She is also responsible for assessing the level of investment by Rhode Island commercial insurers in primary care. Her other previous work includes co-leading a work group focused on identifying areas of opportunity for health care cost mitigation in Rhode Island. Additionally, she has provided technical assistance to states participating in the Peterson-Milbank Program for Sustainable Health Care Costs. Through the Program, she has supported a cross-state work group focused on identifying strategies to address prescription drug spending and has helped to organize a multi-state work group to standardize definitions used in analyses of health care spending. Jessica has also provided support to North Dakota Health Task Force, which is a legislative body focused on understanding around health care costs and drivers of cost growth.
In addition to her health care affordability work, Jessica has provided support to the Michigan Department of Health and Human Services in its assessment of Medicaid health plans´ value-based payment arrangements.
Prior to joining Bailit Health, Jessica was a Senior Health Policy Analyst at the Massachusetts Center for Health Information and Analysis. She worked on the Health Services Pricing Team, where she performed analyses to develop rates of payment under Massachusetts fee-for-service Medicaid for various provider types. During the coronavirus pandemic, she led and managed the analysis of nursing facilities´ compliance with Medicaid staffing requirements.
Jessica earned a Bachelor of Arts degree in Community Health from Tufts University and a Master of Public Health degree with a concentration in Epidemiology and Biostatistics from the Tufts School of Medicine Public Health and Professional Degree Program.
