Bailit Health staff is comprised of a close-working team of senior consultants. Multiple team members are involved on most projects. The team is complemented, on an as-needed basis, by a cadre of specialty subject matter experts with whom we have worked for years.
Jessica supports states in developing and maintaining aligned quality measure sets, and with affordability initiatives built around cost growth targets. Prior to joining Bailit Health, Jessica was a Senior Health Policy Analyst at the Massachusetts Center for Health Information and Analysis (CHIA). During her time at CHIA, she worked on the Health Services Pricing Team, where she performed analyses to develop rates of payment under Massachusetts fee-for-service Medicaid for various provider types. In this role she created financial models to develop pricing policy options for health care services financed by the Medicaid program, drafted and updated regulatory documents to promulgate health care service pricing policies, and composed public hearing testimony.
Additionally, Jessica provided analytical support on the state's response to the coronavirus pandemic in nursing facilities under Governor Baker's COVID-19 Command Center. As part of this project, she led and managed the analysis of nursing facilities' compliance with Medicaid staffing requirements, and she supported Secretary Marylou Sudders' initiative of sustained oversight and monitoring of nursing facilities across infection control, staffing, and management.
Previously, Jessica served as an intern at the Massachusetts Health Policy Commission in the Office of the Chief of Staff. During her internship, Jessica assisted with redesigning the agency's website and created summary reports of public meetings.
Jessica earned a Bachelor of Arts with a major in Community Health from Tufts University and a Master of Public Health with a concentration in Epidemiology and Biostatistics from the Tufts School of Medicine Public Health and Professional Degree Program.
